You can use a post office that deals with vehicle licencing to get the appropriate forms. To find a post office that deals with licencing in your location visitthe Post Office Branch finder. If you input your postcode and select the service you require on the drop down “Refine branch services” you will be directed to an appropriate post office in your area. The address on your provisional or full driving licence needs to be your permanent place of residence. Even if you’re staying in halls or elsewhere whilst at university, it’s still only temporary. As long as the DVLA can still get in touch with you at your permanent address, you don’t have to tell the DVLA.

I moved into my address 2 years go and only got around to telling dvla a couple months ago, i’m pretty sure i just sent off my change of address/ license and they sent new one back.
